De minimis ended: how Canadian Shopify sellers ship to the US in 2026

By Erick Plante · Updated October 16, 2026

What changed on August 29, 2025

  • Executive Order 14324 suspended duty-free de minimis treatment (the old US$800 threshold under 19 U.S.C. 1321) for goods from all countries.
  • CBP's implementing notice says the change applies to goods entered on or after 12:01 a.m. EDT on August 29, 2025 (CBP notice, Federal Register 2025-16802).
  • Shipments valued at US$800 or less, other than postal shipments, must now be entered in CBP's ACE system by a party qualified to make entry, and applicable duties, taxes and fees must be paid (CBP notice, Federal Register 2025-16802).
  • Shipments sent through the international postal network follow a separate duty method set out in the order and notice (CBP notice, Federal Register 2025-16802).

In practice, every order a Canadian store ships to a US customer is now an import that someone — usually the carrier's brokerage team or your customs broker — has to clear, and someone has to pay for.

The three shipping models

1. Keep shipping parcels from Canada

Simplest to run: one warehouse, one inventory. Each parcel needs a customs entry, so expect a per-parcel clearance charge from the carrier plus any duty, and plan for the delivery promise your US customers see. Ask your carrier exactly how it clears low-value parcels and what it charges.

2. Bulk-import to a US-side 3PL

You send pallets to a US warehouse a few times a month — one customs entry per shipment instead of one per order — and the 3PL ships orders domestically. You pay freight, a broker and 3PL fees, and you carry stock in two countries.

3. One 3PL with warehouses on both sides

Some providers run sites in Canada and the US under one account and one inventory view, and handle the transfer between them. That is the easiest way to try model 2 without managing two vendors.

Run your own numbers with the post-de-minimis cost estimator (all assumptions editable). For duty rates on your products, use TariffNorth or a licensed customs broker.

Fees to budget (US side)

  • Merchandise Processing Fee (MPF), fiscal year 2026 (from October 1, 2025): formal entries 0.3464% of value, minimum US$33.58, maximum US$651.50; automated informal entries US$2.69 (CBP CSMS #65741993). Some preferential programs, including USMCA-originating goods, are listed as MPF-exempt in the CBP MPF table — confirm with your broker.
  • Duty depends on the product's classification and origin; check before you choose a model.
  • Broker and carrier charges are commercial prices — get quotes.
